Because of the CARD Act you will need to have had the Amex Green for at least a year.
That is because the Gold card has a higher annual fee.
Once that condition is met, your online account might have the option.
Customer service will certainly be able to do it over the phone.
Be sure to ask whether there is any bonus available for upgrading.
You may not want to upgrade, and just app... depending on if theres a bonus or not for "upgrading" and what it is... in relation to a SUB...

Of course, a history of bonus chasing and closing accounts may also mean no SUB offered even on a new account.
Not sure what OP's habits are.
*As far as the process, after a year there may be upgrade offers in "Offers For You" and/or targeted emails with upgrade links.
Note that if an upgrade bonus is involved, Amex tends to be relatively fussy. If you have an email offer that involves a bonus, upgrade via the email link. Don't just call them to upgrade and expect the email offer to apply.*
