Today a week ago I posted the letter with the signed form and so far nothing. All Synchrony accounts remains blocked. Is there an ombudsman can I access?

While some issuers may elect to approve cards without a SS number, you just got yours 8 months ago.
Prior to that and boa card, you would have been a financial ghost. So, you went from no profile to applying for a bunch of cards out of the blue in a short period of time. Their concern regarding fraudulent/synthetic identity is legitimate and it's best to let the process run it's course.
So, instead of looking to file a complain, follow up with them, make sure they received what they needed and wait.
