Wells Fargo Paywave Secured Card

When I apped for it at WellsFargo, there is a choice for the paywave Visa, but it's greyed out for secured cardholders.

 

I asked the banker about it, nope, secured card holders can't get the contactless card.

 

Is there any reason for this?

Maybe WF just want to reduce the amount of fees they have to pay Visa, especially for certain products that they think is less profitable for them.
