It used to be you could get two cards within 60 days as long as the two cards were applied for 8 days apart. Now I am reading that people are getting denied for a second citi card if they got any citi cards within a sixty day period?

Hardly applying for everything. With the citi rules you can get the bonus on a card family again after two years wihout opening or closing an account. My citi AA personal card is coming up on two years this month. So I need to app for the AA personal card if I want to pick up another AA bonus (otherwise I will have to wait another two years from closure) I need to apply within the next month or two so I can get the bonus and close out the old AA card, otherwise I will get hit with two AFs. I'm planning an upcoming trip so the recent reserve app was for two hilton nights and the hyatt app will be for another two hotel nights I can use.
