I have been rebuilding for the past 6 months. I was an AU on a maxed out Citi bank card and I just removed myself, which bumped up my score a lot.
I am looking to get another credit card to help rebuild my score. Capital One should give me my CLI steps in a few days as well.
Capital One Platinum: $274 / $1100 (Next reported balance will be $66)
Income: 45k
FICO 8 Scores from CCT:
Experian: 634
Transunion: 667
Equifax: 667
Student Loans (Current):
$34,627.00
Two UNPAID chargeoffs is going to be tough.
I think you would have a better chance if you pay them. If their yours you should pay them anyways.
I would personally pay off the charge off's prior to apping for anything new. But if you decide not to, than I would do Navy over PenFed.

Any idea how Navy looks at charge offs?
I think you would be good with Navy. I had a charge off and a collection account with lower scores then yours. See the below link for the whole story.

Edit: Keep in mind Navy is pull happy. At the minimum you will have 2 TU pulls for membership and a CC
