Macy's does but with Macy's the joint applicant's credit does not matter AT ALL!
Go in person to a Macy's sign up for a credit card, if the applicant on top of the form has a 720 or above the secondary applicant's credit won't even be checked.
You'll get 2 credit lines under 1 card Macy's store when you use it at the store account, and a Macy's Amex you can use everywhere else. only get one card but 2 accounts. Pretty spiffy
NFCU does, we just got approved easily for 15k.
DW and I both have individual accounts with a few AU going both ways. I am thinking it might be good to have 1 Joint Account where both have Full Authority.
It seems to me that most applications allowed for joint applicants when they were mostly paper and both signed. Not so many anymore.

Does 2nd applicant have full authority?

joint account = full authority
Authorized user = no authority just spendability
Macy's is a joint account =)

Some GE accounts do but the application must be mailed in...for example, for a JCP account, you can only apply as a single applicant through the instant decision system, whether in-store or online. However, our paper applications, which you can pick up in-store or request through the phone, has an option to be a "co-applicant", which is the same as a joint user becaue both are equally responsible for the account.
