My most recent approvals (Care Credit, Target, Sony Card, BCE) occured when I had one paid CO on my CRs ( I settled this one in December). All other CCs in my siggy were approved with two open COs (the other CO fell off in February/March).
I have paid charge offs, even a paid collection. I recently got TU clean, but all of my accounts are from before I acheived this. I haven't applied for anything that I haven't been approved for in the last 2.5 years.
My lowest APR credit card is at 6.99%.
My new auto loan is at 0% for 60 months.
In my experience, everyone can be charge-off friendly.

The paid collection fell off due to age and I was able to get a charge-off removed a bit early. But, my point is that I have obtained all of my tradelines since before these were removed. If you can build and maintain positive tradelines and show good credit management skills, old baddies are usually overlooked by creditors, especially if the balances have been paid.
I have a unpaid judgment from 2009 and two paid charge offs which those were settled in 2012..all my store cards with the exception of furniture stores were instant low limits and Cap1 were instant approvals. I got chase freedom in 2012 after recon and barclays in Dec 2013 no recon

I have gotten all of my credit cards with 2 charge offs from late 2006/2007 and a paid collection from 2011. Still have one charge off that will fall off by september this year and all that will be left is my paid utility collection. My first prime approval was in 2012 (discover).
