Why few cards has Tap&Pay function??

Contactless cards that can tap and pay under a certain amount (around $25)in stores without signature. These are really convenient in some places, like the buses of my local public transport system only take cash or contactless payment. I noticed that there are only a handful of bank cards issued in US have this function. I know Ring card issued by Barclays Bank Delaware, some debit maybe credit cards issued by Wells Fargo and Keybank.

 

Is it because of cost of making these cards?

A few cards have the option for tap-to-pay cards, but not by default -- I know the Chase Freedom and Discover IT both have the option for it, you just have to ask.

Thanks. I just ordered my Chase Card RFID version, they call it "blink" function, if it doesn't work in my local bus, I will order Disocver version then.

Citi also has tap and  pay feature, but it's kinda bulky.  BOA also has several cards with the feature as well.  My Freedom Signature came couple weeks ago with the Blink paywave feature, and i'm loving it.  It does make it quicker. It's the only card i have with the feature.
