Edit: Nvm, I understand what we're talking about now. I think Citi does blacklist. I dont have Citi on any of my reports, but they declined my app for a Shell card last year due to being late with them in the past.

I SECOND, 3rd, & 4th it.  As irritating as it may be....Steer clear of CITI.  They practically never forgive.  Make positive tradelines with their competitors and learn to be happy with that.

Getting blacklisted isn't the end of the world.  There are plenty of fish in the sea.  I'm blacklisted by Citi and Chase, but I have prime cards from BoA and Discover and there are literally thousands of credit unions to choose from who will offer much bigger CLs and much lower interest than any big bank.
