OP are you able to purchase the phone now?
Is there a time window of 7 days that they will automatically issue a check to refund the overpayment? If so, when did the clock start?

yes. for the past week, as soon as transactions are posted it will deduct from the balance then increase credit line right away

used my Amex via paypal to buy the phone.

its not automatic. CS told me they can refund the overpayment " if i wanted". they didnt specify if there is a deadline to request the overpayment refund
