Should I apply for the Slate card first and then call in to ask for a CLI on my freedom using the same hardpull or should I ask for a CLI first and then apply for the Slate, or does it not matter because Chase will pull twice anyway?

Pull 2 that I know of

It's going to be 2 pulls in most cases. If you do both on the same day, the CRA might treat the 2nd pull as a duplicate and remove it, but YMMV.
