I would say Juniper Carnival. Many have reported approvals with TU scores below 600. I haven't read about any approvals for CITI PP with the same scores. YMMV!

Juniper Carnival is a much easier card to get but Citi gives larger CL and they are better about giving CLI.

Everyone keeps saying this about CITI. I was approved for Dividends Plat Card, my FICO EQ was 756 when they pulled it and they gave a measly 3,600 CL and refused to give me an CLI at activation. I told them to stick the card where the %^%&$%^Smiley Mad Unreal!

There must be something they didn't like, but I have no clue what it is. As far as I'm concerned CITI is no better than Amex or FIA.
