I have credit cards that i cloded resenly but want to reopen again , can I do that so I can get high Fico score?

Sure!  Call them up and ask to reopen the accounts!

Does this work on only recently closed accounts?

would depend on when and why the accounts were closed. If you closed the account in good standing, the better the opportunity. If the creditor closed the account, I'd say you have very little chance of re-opening the account. But, the only way to find out is to call them and inquire.
