hard pull & credit application

if i applied for a credit card online, and it says "We need additional information from you before we can process your application. Please call us as soon as possible at ###."

Is that effectively a hard pull?

It always is unless it was American Express and you're a cardholder. Call them as that's usually a good sign since they didn't outright deny you. Sounds like they just want to clarify one or two things with you.

finally called in. apparently they wanted to verify my telephone number, which has never happened when I applied for a CC online. I was approved as expected, but it scared me a little since this is the first time I needed to call in.
