i maybe had bad credit with them in the past 12+ years ago, currently not showing on credit bereaus of anykind but still can not apply anything with them? please help.
Synchrony is pretty forgiving. As long as your credit is decent, a past liability usually doesn't factor into their denial reasons.

So you are applying and getting denied? Or just no preapprovals? If the former, what denial reasons do they give?

it was preapproval. the denial was credit usuage too high.
How high is your credit usage? What are your utilizations?

Oh wow, yeah 99% util is pretty much counted at 100%, that will not look good to any CC company. You need to work on getting those down ASAP. How many cards? Once all get to 89% and under you will get a a score boost, but that is still pretty crippling Util. Under 30% is a better place to be if you can.
Oof. At 99% you shouldn't be thinking about any Synchrony cards (which are primarily retail cards, which would just add to your CC debt).
Maybe think about a balance transfer card (but they're likely to deny you as well for the same reason).
