For some reason, everytime i want to transfer TYPs from my Citi Thank you points account to my relative, it doesn't get processed anymore whereas it always worked before. I was wondering if i can get a new TYP rewards account number without getting a new Citi TYP credit card. Thanks!

Have you contacted TY c/s to determine why those points or transfers aren't processing as expected? They would be the appropriate folks to determine whether it's something on the backend or explore the possibility if a new TY could be generated.
IME, I know you can have multiple TY rewards accounts linked to multiple CCs and some individuals prefer to consolidate them into a single one for ease of rewards tracking, so I would suggest contacting them to see what options are available.
Have you already contacted the ThankYou team by phone to see if they can identify the issue? If you have and they haven't been able to help, I suppose it's possible they can assign a new account to your card(s). When I did a PC to Rewards+ when it came out, it was assigned a new TYP account and I did have to call them to combine it into my existing Premier TYP account at the time. So if they can manually assign a card to an account, can't really see a reason why they wouldn't e able to assign it to a new one, although they would likely just prefer to correct whatever the issue is that you are having with transfers.
Edit: Even though FinStar clicked Submit first, I am going to claim he cheated off my paper.
