IMO you will be approved regardless of whether you apply now or later.

However, I would recommend you apply after you bring down the Chase balance. That way, you will be given a higher CL.

JPMorgan Palladium (100k), AmEx Platinum (NPSL), AmEx SPG (46k), AmEx BCP (42k), Chase Sapphire Preferred (47k), Citi Prestige (31k), Citi Thank You Preferred (27k), Citi Executive AAdvantage (25k), JPMorgan Ritz-Carlton (21k), Merrill+ (15k), US Bank Cash+ (22.5k), Wells Fargo (12k), Bloomingdale’s (12.4k), Chase Freedom (5k), Discover IT (5k).

I agree.  You an instant approval but the lower your UTL the higher your CL will be.

When I applied for my Chase Amazon Visa, i was still in college. Got approved for 2k. I got a pending message and forgot about it. Card came approx 3 weeks later. score was bout 670-690 with >80% utilization on my WF. I didn't know utilization matters then and now that I think of it I am surprised I even got approved.

Applied for CSP and Freedom March 2013. Scores was 768 Experian FICO (got it from Amex). Initial limits was uh 8-12k for each card. Can't remember exactly because I applied for too many LOL. Asked for CLIs and got 2 auto CLIs and these are my limits now.
