They have a rebuilder program caleld Oasis where you get an AmEx Optima card that helps you rebuild your relationship with them, you might be able to get into that if the account in question was from awhile ago. What're your scores like?
You're more likely to get a charge card than a credit card though because I'm sure they wouldn't be very comfortable with you carrying a balance.
