I can say this much... when I got my Blispay card back in May, I got the impression that there were under 1000 cardholders... at least at that time. 

 

This would also seem to match up with the number of times the app has been downloaded from the Play store and iTunes, keeping in mind that not everybody downloads the app.

According to Traffic Estimate, blispay.com is getting about 36,000 page visits a month.  Half of those are probably me visiting to check my statement.  For comparison, Discover.com is getting over 12.5 million page visits a month.
