Everyone has been so helpful on this forum that I thought I'd leave a little bit of internet-searchable info here that ight benefit others
The situation is that the CRAs (experian, TransUnion, and Equifax) entered into a legal settlement with AG Schneiderman (Distroct attorney for NYC) that said they would no longer list:
Parking fines
Traffic fines
library fines
anything else where the consumer did not enter into a contractual agreement to pay
Here are some links if this is happening to you - it should be a done deal by now (I think Sept 2016 was the cutoff although one of the articles says June):

I've seen several older threads about parking tickets - esp from the CIty of San Diego - being listed on ppl's reports. I can't track them all down but I hope ppl will see this thread.
I, myself (miraculously) have only one non-clean CR - Experian. The City of San Diego is listing like 8 parking tickets (with wildly inaccurate info, to boot, I might add) and Exp is refusing to remove them. I filed a complaint with the CFPB and they say Exp has until 1 Oct to complete their "investigation". But basically it is against the law for the CRAs to list this information and if you have any accts on your report that are of this sort of thing, I'd like you to have this info to help you on your quest to clean your report up!
Hope everyone is well!
