40 inqueries at 1 CRA...sounds like you have been apping too much...JMHO! Most inqueries I've ever seen at 1 CRA on my report was 6, which is why I went into garden.
You sound as impatient as me. I went through 20 credit cards in 2 1/2 years. Have 9 now. Stay in the garden and watch your score grow while your inquiries fall off. I have 5 inquiries left. 4 fall off by April, the last in October. My credit score is 782 and I am proud of it. I really don't need another credit card but the challenge is addictive. I've got twice as much revolving credit than my yearly income. I would rather be in the 700s and have many inquiries than be in the 600s with few. Just stay in the garden a while.
You just have to be patient now and let time be your ally! For now just go for SP CLI rush wherever you can. My last INQ Jan st. TU for BOA CLI. I have 13 INQ Ex (3 total 2016 last one 9-2016) 9 INQ TU and 4INQ EQ. I know I'm done for the year and I'm targeting only SP for CLI JET BLue in march 1st and 3X SP CLI AMEX in May.
AAOA 3 years 3% Util $207,000 total CL.

Amex doesn't care about inquries. I just got an auto CLI from them with 21 inquries on my Experian. From 3k to 9k without even asking.

Just let your inquries age and they'll stop impacting your score and mattering within a year, probably less. On the time line of credit which is very long, inquiry aging is an extremely short amount of time compared to many other factors that can hold back a score for significantly longer.
