FYI you can see if you are preapproved for any cards at http://www.bankofamerica.com/creditcards/. This includes the secured card. According to Jaquena, an online BoA rep, it is a soft (promo) inq to check.Hard inq of course if you actually apply.

My brother filled out the form and received no pre-approved offers. The next day he applied directly for two BofA cards and was approved.
