Baddie for not returning nonexistent cable box?

I'm debating drafting a GW letter on behalf of my wife, who has a five year-old baddie from an old Starpower (now RCN) account. When she terminated her service, the CSR assured her that she was good to go. Months later, Starpower reported that she was delinquent for not returning her converter box. Problem is, there never was a converter box because of the way that the apartment building had been wired. My wife got nowhere disputing it because she hadn't kept her order receipt showing that she had never received a converter box. Starpower, for their part, maintained all along that there had been a converter box involved. She finally gave up and paid in full in 2003. It never went to a CA. Think a GW letter might work here? This isn't exactly "I made mistakes but now I'm better." it's more "you people made this up, I played ball, so please go away." I'd phrase it more evenhandedly, of course.

Yes...tweek the letter....for your personal experience...
