When is a good time for a balance transfer and how do you find offers?

Below are the cards I have and balances and CLs.

Federal Credit Union - $9,100 (I will have this to $5,500 by March) CL=$12,000 - just did a soft inquiry and got 20% CLI :-) - Interest rate 8.9%

Federal Credit Union - $4,800 CL=$5,000 - interest rate 10.75%

Federal Credit Union l- $4,700 CL=$5,000 - interest rate 10.75%

Two student loans at $5,900 at 10%

I do not need to apply for any loans anytime soon and I found out my mortgage isn't needing to be refinanced within the year, so I can help myself and reduce some of these interest rates.

Scores are good. Equifax - 694, TU - 731, Experian - 721 (could have gone up since I paid off a Student Loan that had a 16.75% interest rate.  Income good - $150,000+ per year.

However, Person B might be looking at a longer repayment schedule, perhaps a couple of years rather than a couple of months. In that case, it could pay, and a lot, to get one's overall util down right away thru BTs. This could give a score boost and allow one to qualify for prime CCs or better prime CCs with lower APRs.
