I PIF to a CA and they refuse to delete it from my CR. I was not even sure if it was mine - can I DV the account, perhaps they won't care about validating and just stop reporting it all together?
So you have already PIF'd? From my experience you may still DV the CA. I have had several CA's to delete after sending the DV. Now if this is correct procedure i really couldnt tell you only from my experience!
If you DV, they will probably just ignore you. Just make a call and see if they will cooperate.
already did - they will not - that's why I figure a DV might work because aren't they legally bound to remove it if the don't properly validate?
My other option is GW, but like I said I did already call which I have been told - never call a CA - and I will not anymore.

Will it not help my GWs if I DV - as in make them not like me. Is there a negative side to DVing after I have PIF? or is it just a waste of time?
I don't see how it could hurt. They can take no action against you. I don't think it would hurt your chances of a GW later if it does not work.
I wouldn't say its the consensus. Its just the general opinion so far.
The CA is not obligated to respond to DV not because its PIF but simply because they are not obligated to legally. They only have to respond to your DV if you have DVed them witihin 30 days of having received their dunning letter. A lot of things could be argued here but essentially thats the law.
What you need is leverage and you've lost a big chunk of that by PIF. Your only options are GW letters. Id skip DVing.
If you have never acknowledged the debt at any time and you have identified some CA violations which you think could help in fighting the CA, then you could DV.
