Can a CA collect?

Today I got  a notice in the mail from SC Services and Associates, INC.  About a SEAT BELT ticket that I failed to pay for what ever reason. I call the county circuit clerk and played dumb and asked about past ticket. She said there was one in default, I ask can I pay her for it?  The lady said yes that I would just have to send them a MO for the amount. Then she said that if I wanted to also send the money for the CA as well that they would pay them or

I could pay the CA directly.  THIS IS NOT on my CR's.  But can a CA collect if I pay the OC?            Thanks

Only one get paid.  If the OC is willing to accept payments, they need to contact the CA to withdraw the account from the CA.

Would you pay with a MO or cashiers check? After I over night it tomorrow, Also would you then send proof to the CA that it had been paid?

Pay with MO.  Never give a debt collector access to your checking account.   Can you not pay the balance in person to the OC?

I now live in a different state, so paying in person is not going to happen.
