Can a CA report if OC is not reporting

On 8/27 I get a alert via Amex CreditSecure that there is a new inquiry on my TU credit report.  I did not apply for anything (new credit or CLI) so I pulled a new report and I see that Vital Recovery had done a hard pull (permissible purpose on TU shows as "COLLECTION").
 
The same day I get two calls from Vital Recovery; I don't answer but get a voicemail that they are collecting a debt.
 
There are no open baddies on my TU (one Verizon paid CO) and I have yet to receive a Dunning letter (maybe today).
 
I do have one other CO but it dropped off - but it is still within CRTP - not sure why it dropped.  It is out of SOL.
 
I plan to send a non-PP letter tomorrow.
 
Can they report if there is no OC reporting????

A CA can report if the OC isn't (and that is a good thing - if both reported, your score would drop further). Also, not all OCs report to the CRAs.
 
I'd ready a DV to send out when the dunning letter comes.
