Can a lender do a soft inquiry or an AR if your account is locked?

I'm curious about this as my reports are locked up on EQ and EX. My concern is the AR review from NFCU. I'm about to hit my 6th statement on a few of my cards and I know a lot of lenders do a soft pull inquiry and NFCU does an AR every other month. Would they still be able to do a soft pull if my accounts are locked? I'm aware no hardpulls can be done.

I have gotten a sl cli while my Eq was froze.

Yes, a creditor can do an AR (account review) of an existing customer even if the reports are locked/frozen.
