Where did you check your credit report? Via AnnualCreditReport.com? Or somewhere else?
If via AnnualCreditReport.com, likely the inquiry you see is a soft-pull, only visible to you and has no effect on scoring. Most of the paid and free services, including myFICO, CreditKarma, etc do not show soft-pulls, let alone other important details, such as date of first delinquency (dofd).
Most creditors, both past and current, along with debt collectors, will periodically review one's credit reports. If it's a soft-pull, you'll also see a reason code, which will likely be AR for Account Review. It makes sense for Credit One to view your credit reports for verification, and to see if the tradeline in question is actually there to modify / delete.

CreditCheckTotal? That service doesn't show soft-pulls. If you received a CreditCheckTotal alert, that would likely indicate it was a hard inquiry (hard pull), which can adversely effect your scores. Slight chance it could be a CCT glitch.
View your TransUnion credit report free at CreditKarma.com (disregard the scores, since they're not FICOs) to see if the Credit One inquiry is shown there. If it is, then it was near certainly a hard pull. Not sure the justification a creditor acting in a debt collecting capacity would have for a hard-pull, since that's usually reserved for the extension of credit in some way. Though, there's the very slight chance Credit One did a hard-pull and then recoded it as a soft-pull afterwards.
Rambling on, but check CreditKarma.com , which pulls TransUnion, to see what is really showing - if it's shown, it's near certainly a hard-pull. You could ask Credit One to recode it as a soft-pull, but it may be worthwhile to wait. If Credit One deletes the chargeoff, then the price of a hard-pull is well worth it.
