Debt collector question.

Hi, I was wondering how you would check to see if a debt collector is licensed to practice in my home state? The DC is M.A.R.S Inc. out of Tulsa, OK. I live in N.Y.

Also, if anyone has had dealings with this company before I'm curious to see if they are open to doing a PFD for a 352.00 account that was placed with them. Thanks for any info!!
