Does anyone know how much - if any - impact an over the credit limit report has on your FICO?

Dang. Maybe a GW is in order! Also - what happened was I paid it two days late and the interest bumped the bal  $3.08 OL.  But now the payment has posted and next month it won't be reported as OL. Is there a lasting effect on the OL?

No lasting effect. It will only hurt you this month.
