A search of the company websites should give you an idea of what their e-mail format is (i.e. JDoe@AMEX.com) and the CEO name is easily accessible public knowledge. But I think you are going to have an extremely difficult time getting any inquiry deleted based upon a denial of credit. You authorize the inquiry when you make the application in their terms and conditions. There is no term of make the inquiry only for an approval. Although I do realize that existing AMEX customers are able to apply for new products and not get a "hard" inquiry unless they are approved.
For non-customers most companies will only do a "soft" or promotional inquiry to determine if you meet the basic criteria for extending an offer and not a guarantee of credit approval. Your only valid reason for requesting removal of an application inquiry would be identity theft as in you were not the person who completed the application. I know the process if followed can block or delete fraudulent accounts but I am not absolutely certain it applies to the inquiries related to those accounts. Perhaps RobertEG will see your post and comment as he is the resident expert on credit statutes. I do know there is no dispute process for inquiries directly with the credit bureaus.
