Agreed, those emails are just advertisements, not offers.
I too received one of those preapproved personal loan checks yesterday; my interest rate, however, was 9.99%.
I was truly surprised to receive something like that from PenFed.
They've been hammering me with these checks lately. Not sure what's changed at Penfed. They seem really aggressive in a good way with the offerings. In a couple of months you'll receive another. Roughly every 2/3 months this year I've received the checks. The APRs have steadily dropped. If you haven't cashed it in a couple of weeks, Penfed emails you to remind you they sent it. And that time is running out to use it.
