I see people here saying that receive card pre approval offers by mail/e-mail.

I wonder how could I get these offers as well.

..... and have the type of profile they're looking for. Generally, will be junk mail and you'll have to really decide if you qualify.... unless it's a pre-approval - even then you'll have to decide if you qualify.
