JP Recovery Services- Out of Nowhere

I just got a bill for $353 from JP Recovery services for several medical bills from a surgery I had in 2016.  I had no idea I had outstanding bills from that surgery!  The Dr/office no longer exists so I can't contact them to ask more specifics.  JP Recovery rep told me they don't report to the credit bureaus and I do not see this collection on my credit reports.

I'm inclined to just pay it, but I'm pissed that I didn't know about these outstanding bills.  They say they won't report, but could they start?  Can I get this wiped clean without paying it?

Does the letter say they can not sue?

Are they outside SoL Statute of Limitation?

Look at the fine print at the bottom of the letter.

The letter says nothing about a SOL, that they can't sue, etc.  I ended up just paying it.
