Opting-Out

I almost positive I know the answer to this question just need verification. I opted-out about 5 months ago; do I need to opt-in in order to get pre-approved credit card offers?  I want another major cc but I'd like to be pre-approved before I apply.

Yes, but I don't think pre-approval means you will get it  Smiley Happy
 
I opted out, and when I wanted new credit I looked at my scores, found out who would pull the highest one (with the least inqus as well  Smiley Happy ) and was likely to give me credit, and applied on line.

yeah I know nothing is guaranteed but just wanted to see them come in the mail before I apply for anything. At least I know they did a soft inquiry before they sent me the offer................if I'm right on how pre-approvals work.  I know how it works when you get a pre-approval on a mortgage thought it might be slightly the same for a cc?

Pre-approved is really a misnomer.  It's no guarantee that you will be accepted for the card offered.  It's a marketing gimmick.  The fine print says that they will pull your report (hard inq) if you apply.  They send those offers based on certain wide characteristics, for example, everyone in your zip code who has lived there more than 2 years (I'm making up the parameters, but you get the idea).  Then you apply and they look more closely at your credit.

They don't always do a soft inq.... They just send them out.
