I would halt any credit seeking and work on sp cli on your existing cards for next 6-7 months and you should be golden for a prime card or two. I would also suggest the all zero except for a small balance reporting b4 applying.
You may want to grab credit karma to see and monitor weekly what's in your EQ and TU. It's free and easy, just do not rely on the alleged scores they provide, they are not FICO. Check it out, you may be surprised on what's on EQ there may be fewer inquiries.
Thanks! I think this is all great advice. I'll go ahead and sign up for the secured Discover card and try to open a personal PayPal account.
I checked CK and it's showing 11 hard inquiries for Equifax, 5 of those being in the last 3 months and the other 6 are about 6 months old.
I was planning on getting as many accounts open and active as I could then spending 6-12 months of activity and on-time payments in hopes of building up higher limits and qualifying for a prime card or two so hopefully I'm on the right track!
Any suggestions on what prime cards to go for first once I garden for 7-12 months or so with my current accounts?

I'd hop back over to NFCU and discuss options. They may suggest applying for a CLI on your current card, applying for a second personal card, or applying for a business card.
If your scores have held up to what they were in your OP you should be primed for a high SL NFCU 2nd card. Also you are due for a SP CLI on your first NFCU card as long as you have had the card for at least 91 days and 3 statements have posted.
