Pre Qualified Offers and Locked Reports

Hey all,

 

Kind of a stupid question, but if your credit reports are frozen, are card issuers allowed to soft pull your credit for pre qualified offers? I tried AmEx today out of curiosity and they said that they couldn't find any for me at this time.

Typically no, a possible exception is a SP with a creditor you already have business with.

I also froze all my reports and I can't find any offers from any creditor. 

 

I think it's stupid since SP's are allowed when the report is frozen.

SPs while frozen are only allowed from existing creditors and they have to be coded as AR of an existing account, not for a new one. That's why you can't get offers from existing lenders either unless they're offered by them after doing their AR.
