I don't understand exactly what it means when people say that such-and-such credit card (like CreditOne) doesn't report if there is a zero balance. Does this mean that they don't provide any data to the CRA for that particular month? Wouldn't they still report "pays as agreed," or is that a term that the CRA adds to the report?
Doesn't report means doesn't send data to the CRA. If there creditor doesn't report then no data is sent.

Nope. The creditor has to report that. The CRA can't assume that and manufacture data.
