Inquiries are nothing compared to collections on your report. "Too many inquiries" is often an easy excuse the system can spit out to decline you, there are verified cases of approvals with 40 plus inquiries as well as declines with zero inquiries on record and still giving the too many inquiries excuse. It really depends on what's in your total credit file being matched against what the lender requires to give you credit.
Removing inquiries = easy but waste of time and money, no lawyer required.
Removing Collections = not easy but worth your time and money.
