That's because it's typical false information provided by a clueless front-line CSR.
Synchrony is definitely dropping the ball lately with all of these extra reports of unauthorized HPs. It's getting worse if they're not limited to just new credit apps and evidiently happening now from already existing accounts. At least most of us on this forum keep an eye on our CRs; Imagine the vast majority of the population that doesn't and is probably clueless to these additional/unwarranted HPs.
