I need to establish new services soon. Does anyone know if utility companies do a hard or soft inquiry?

In some parts of the country they are listed a TL's on your CR!!!!!

In my neck of the woods hard pulls are for cell phones. I have had all others for over 12 years so I have no idea. I have had no soft pulls either.

My cable company did a hard pull on me. (Time warner)
