Several popular credit unions use FICO 9 (navy, Penfed, etc), if I remember right wells fargo also uses FICO 9.
While yes, Penfed & Wells Fargo provide a Fico9 score (Penfed EQ Fico9, Wells EX Fico9), there's really no way to know if they actually use that score for credit decisions until you apply for credit and they provide you the CRA & Score they used in a approval/denial letter. It's like Synchrony provides you with a TU Vantage 4 but they may still use TU Fico 8 for credit decisions. Synch likely switched to providing Vantage scores because it's costs them less than Fico, and it's possible Fair Issac gives a discount for Fico9 to get more companies to use it, but the credit issuers might consider Fico8 more reliable for credit decisions.
