who do you send GW to?

For a Paid Collection on a Comcast account, would you send the GW letter to Comcast, the collection agency or both?  I paid the overdue balance to the collection agency.

The collection agency is the only one reporting - Are they the only ones that can remove it?

It depends if the OC sold the account or not.
Call the OC and see if they still own the account.
If they do PFD the OC.

I am sure the OC sold the account if only the CA is reporting. I would nego the PFD with the CA.
