PenFed or another Lender for Mortgage after Chapter 13 Discharge?

We were discharged from a Ch13 at the beginning of April and are looking for a lender for a mortgage.  We went to Navy Fed and they turned us down stating they wanted to see 4 years of payment history after discharge before approving a loan.  I was under the impression that Navy Fed was BKR friendly but it seems that has changed.

 

My question is - are we more likely to be approved for a mortgage via PenFed or should we look at another lender?  We've never had a mortage before so we can do FHA.  What are the best lenders for mortgages after Ch13 discharge?
