Penfed Auto loan? Can I get it?

I want to refinance my current loan (11k 14%). Penfed offers 4.99%. My score currently is 640 and hopefully i'll get it up to around 680 by March. If I apply, will I get it? Do they just have one rate or will they offer it to me with a higher rate?
