Sometimes they send preappovals offers in the mail or by email, but I’m pretty sure they are just marketing.

Just noticed the same off-pattern FICO update...up 26 points for me , although my score had dropped 28 points since May. At least it looks like it's turning around!
If an offer for a CLI, new card or service were to be made by Navy Fed, where would one see such a thing? Do they send it via personal e-mail, in the Message box in your account, or under the Offers tab? I'll be applying for a mortgage in May, so don't want to risk another inquiry on my report, but don't want to miss a potential offer. FWIW, I've only been a Navy Fed member since April. Started with GoRewards with $700 SL, up to $2200 2 months ago (with a hard pull), and refinanced my car in May ($28000).
