Well probably you would do best by finding one that has a "field of membership" which includes you, by geography, employment, relatives, etc.
But if you want some good ones that are more or less open to all, I guess the best ones for this purpose would probably be Unify, Langley, Alliant, Vantage West, Affinity FCU, Chartway FCU, Digital FCU, Evansville Teachers FCU, and Andigo CU.
PenFed is good but they seem to be in a fairly conservative mood lately.
NFCU is good; but you need to have a relative who's a member of NFCU or who has served in the armed forces.
