I would wait until the 28th. It probably does not matter if it was phone or online but I'm not sure.
I think you have to wait 6 months now for CLI requests at Navy, but maybe that only applies to credit cards?
Given your struggles to make this happen I would suggest you worry less about a few months of high utilization and focus more about paying the debt off ASAP. That will fix any credit hits the fastest way possible. VMMO.

+1, don't worry about the "TEMPORARY" hit to the scores as they will bounce back after 50% of util or <, 30% interest is your biggest concern- just say NO to 1Main.
18% interest is insane man.
