@Anonymous That's correct. I was worried about being blacklisted for awhile there too.
If you settle with amex, the issue is considered closed. How long it takes for them to take you back depends on how much of a loss they took. Optima is not available to you unless it was offered prior to settling and would have required you to PIF.
Chase on the other hand will hold a settlement against you for a very long time. Even after taking you back, you'll be reminded of it every time you apply for a new card or CLI with some reporting upwards of 10 years of manual reviews for their products because of past relationship.
Just tried Amex -
"we could not find Pre-Qualified Offers for you at this time."
So I guess I need to wait or should I call them?
Might need to wait a bit longer, but could also always just try cold apping and seeing what happens.
So I just tried now with Amex and the result:
"You pre-qualify for a special Card offer! Apply now."
They are Hilton Honors American Express cards and Delta Sky Miles cards.
This must be a good thing, right? LOL
Prequal isn't a guarantee but it's a good sign. If you want one of those cards and don't mind risking a HP, go for it.
@Anonymous - Yes, you are correct. I'm surprised I got what it said though. I even called Amex and told them my concern in full transparency. It's a matter of wanting an HP as you said.

If you're not emotionally attached to what kind, try seeing if you prequalify for a Delta Skymiles AMEX.
That's how I got mine, but I think I was around 650 when I was approved.
